Vendor-prices-wise, CHA isn't a worthwhile stat to invest in at character creation. If you can get some gear to bump it up, might as well because it could add up over time. Everybody gotta vendor loot, right? There is, however, a price cap at 104 CHA.

At 143 CHA (halfway between max and min for me), he offers the same prices.

At 104 CHA, same prices. . .

At 102 CHA, he wants 5054PP, 3GP, 8SP, and 4CP for the bag, 54PP, 5GP, 8SP, and 7CP for the fine steel longsword, and 2GP, 9SP, and 1CP for the sulfur.

At 85 CHA, unbuffed, totally de-geared, he is asking 5177PP, 5GP, 4SP, and 9CP for the bag, 55PP, 9GP, 1SP, and 7CP for a fine steel longsword, and for the crystalized sulfur, he wants 2GP, 9SP, and 9CP.
