Does that really matter? Wasn't there a minimum 14/15 or so people needed to be at camp spot before you could engage? Sorry, last time i raided that was pretty much the rules. I could easily kite a raid target around on my bard with a cleric on autofollow. I figured that the force engaging needs to be capable of killing the raid mob in order to hold FTE. Think I'd petition this and get a GMs PoV, sounds far too similar to just kiting a mob around waiting for a raid force to show.
