I'd vote for a fresh P99 server, and leave the guilds with all their high end guys alone on this one. I am, however, new to this server.
I think many of the issues will be solved with Velious. The issue of guilds with people with 4 or 5 max level alts will bleed over. It'd be nice if when Velious was released, they'd release a P99B server for those wanting a fresh experience.
