While I'm not a supporter of the ACA and would rather have seen an overhauled Medicaid/Medicare program instead of the creation of basically a whole new set of bureaucracy it's too early to tell the long term practical effects of the ACA. Generally speaking rate shock is present in every industry when a new product or service is fielded and tends to go down in a half decade or so. Long term I think we'll see lower costs as companies drop down to grab market share and margins are cut down. Whether this effects quality negatively is to be seen.
