Many clerics stay anon because you can't legitimately find a group or stay in a group without some poor scrub needing a rez outside of a dungeon or in another area (if someone can drag to me then that's different, not hard to click epic between healing the tank).
Logging on to do rezzes for 3 hours straight isn't many people's idea of fun, as generous as it is
