The server is in a pretty decent state at the moment, all things considered. There are 30v30s every week and two "end game" guilds that have the activity and gear to raid. Taking away XP loss didn't fix it. Well, splitting 150 pop between 2 servers won't fix it either.

If you like EQ, just play this one and see how it goes. When we are looking at an active pop of over 400, then maybe start talking about teams.
While I don't disagree with your thought process here, I think you're underestimating the draw of a new server regardless the rule set. Assuming they follow the progression timelines they have on the Red and Blue servers, or mirroring live, you'll have a lot of people who will want to get their hands on a manastone, guise or prenerf fungi staff, etc.

Even if they don't and release it with all ex-pacs on the current timeline, people will still come at first. New servers are ALWAYS packed. That goes for any game and always has. The key is to merge just as people as the server is losing lots of people, merge with Red and hopefully pick up another 100-150 people at peak time. Even if it pulled 10% of the blue population you'd still nearly double the current PVP peak time population, if you can pick up another 20-30 players on average who will come back for teams that aren't currently playing that would be great too.

The teams rule set is just better for EQ than RZ style. EQ is a PVE game no matter how you slice it, and PVP is heavily dependent on gear. Mixing a little blue in will only help keep people around.
