Just to be clear, it is permanent until you zone. Once you zone, the faction reverts to what it was before you cast it.
It only boosts faction once. Multiple casts (on mobs of the same faction) will do no more than the first cast did.
edit: I believe that this is fairly accurate, Loke, at least for classic (not sure about here)...
