It's because we're communists (or utilitarians).
Also I suspect implementing repops would be one of the best things you could do for PVP. The problem right now (on both servers) is that the dominant guild gets 95%, and no one else gets anything. This creates a huge barrier to entry, because it's real hard to keep logging in for 3+ months when you never actually get the pixels. With repops, the Resistance (Azrael on Red, everyone not TMO on Blue) can at least win enough encounters to keep people interested with the promise of more. In other words, repops promote actual competition.
