Was this an especially long appeal or what? I'm assuming he's 49 now, right? Not in 1996 when he took the test?
At any rate.. Lame excuse to turn him down, but noticeably not a reason that is apparently protected by law such as age, race, gender. I wonder if it was really something else that caused him to get turned down but this was the "official" reason. I feel like some info is missing here.
That being said, my IQ is higher than his and I rarely get bored unless something is terribly monotonous. A cop job seems like it would be anything but boring because cops in general get so many different types of calls.
