Was rune ever supposed to work that way? If I Rune a necro and they have their mana regen up then it's not eating their Rune but their hitpoints. I would think manastone/rune should work the same way as necro/rune.

Rune effects aren't working as intended for spell damage, there's a thread in bugs, but lich is a dot, and rune only blocks direct damage (when working correctly).
