RMT happens all the time, but your evidence is nil and the conclusion you draw is retarded. I know RMT happens because i've had a dozen or so people say, "i paid such and such" or "he asked me to pay him such and such" but who gives a fuck? RMT is illegal because it fosters a shitty environment and encourages corruption. Maybe on some level RMT, if condoned by server staff, would challenge the 'fan club' fabric this server uses to avoid copyright infringement.
The conclusion that people have gear you don't means RMT is rampant is retarded. Niem, Miria, Eris, whatever.. you're a bad player. You don't stick it out. You dont put in the time. Does Nizzar RMT? Wouldn't surprise me, although i've seen no evidence of it. Back when account selling was 'legal' i was offered, repeatedly $$ for my accounts by people who were legitimately interested. It wouldnt surprise me if sometime late April early May every year huge plat/gear transactions show a correlative influx to tax returns. Shouldn't be a surprise and it's also not gamebreaking. End-game gear in Kunark is pretty easy to get.
