I think this has something to do with the uninstall not running properly and junk in the registry from the previous install. Uninstall, then grab
https://www.piriform.com/ccleaner and run the registry cleaner. it should give you the option to make a backup first as well which is recommended. If that doesn't fix it try reinstalling in safe mode (F8 during boot).
