Knowing is the key word here keep that in mind. Not everything is clear cut and GMs interpretations of the rules change. For example in FOH we use to use corners to block AEs from raid mobs. One GM says its fine and just a tactical advantage while another calls it exploiting.

It should work this way. If guild A is fighting a raid mob and a GM warns them not to do it that way anymore and then is caught doing it again they should be suspended. Also let me know if guild A uses a method that is publicly known as exploit and is caught they should be held accountable certainly.

It is really that simple.
How about knowingly exploits access to a raid mob. Same thing in my book. There was a warning issued for bugging out NPCs and it continued to happen.
