Just remove all existing IP exemptions and have people apply for them on a case by case.

Draconic, blanket rule-changes will only make more work for volunteers (read: server staff) that already devote A LOT of their spare time already. And besides, isn't that the default system we've had in place for years? No one's account comes with an existing exemption, everyone applies on a case by case basis already.
