Would it be so bad to have a FFA server, +/- 4 levels but with safe zones for leveling? I think you would see the server flourish if this was the case. Leave people enough zones to get 1-60 if they choose without PvPing or maybe at least to 50. It doesn't have to be the best mod zones or dungeons.
I know most won't like this idea but I am telling you, you will have a server population. No raid zone would be safe. If you want to PvP while leveling or try to get the best XP mod, you will go to contested zones.
The more and more I think of how to make a successful PvP server, this idea stands out in my mind. People love the option to not be griefed to death if they choose not to but also want to enjoy PvP on their terms. I think more PvP would be happening than on Red99 now. People would go to contested zones just for the PvP.
Edit: Of course it goes without out saying first fix the issues on Red99 that hurt PvP. Also I think a group XP bonus should be in place.
