If team99 ends up being more successful than red and red only has a couple PvE players left it could happen.

Even if there are only a couple people actively playing on R99, everyone will transfer their old R99 characters to the destination server before R99 is wiped for good. The sheer influx of plat / tradable items would wreak havoc on the destination server's economy, and I doubt the Devs would allow that to happen to Blue.
