On Live Selos also broke root with each tick, there was no risk in pvp, you cannot argue conjecture with a player who was actually there during that era. Find me a single thread that dates to 1999 on AE kiting, but I can guarantee you there isn't one.
It wasn't used until pop era. No I would not nerf enchanter AE groups because for as long as I played on this server I have yet to see one unlike the BARd AE groups I see daily.
If Enchanter/wizard AE groups became prevalent here then it might be time to nerf them, Nerf's are based on necessity, not theory. BTW it was often Enchanter/cleric groups not enchanter/wizard which is how I can tell you did not play on live, enchanter/ wizard AE groups often ended in tears.

Root landed on live, especially at launch when no one had resist gear. Root didn't become worthless to cast in pvp until people got high enough to collect MR gear in every slot.
Rooting a bard for one tick will kill them because the gangbang of mobs would catch up.
Seriously, your cries for a nerf make no sense and the fact that you'd want to nerf Wiz/Enc ae groups is also equally confounding. Did you know that Enchanters and Shaman can solo things that some groups wipe on? GASP NERF NERF NERF NERF NERF.
Also duh of course there were clerics in the group, but in general it was called Enc Wiz groups by the populace. You're now just arguing semantics because your argument is garbage.
