Guards in HHK are a good idea, as are the 2 sisters in the hut in OOT, they will give great exp till lvl 32 or so as well. At around 35 I started doing specs in OOT and they are awesome money, especially if you're able to sell on the island (Wood elves hate me but the dwarves think I'm their savior). Can boat to either FP or BBM to bank, rinse and repeat.
