while i dont condone this, PayPal is notorious for shooting first and asking questions much, much later. They will freeze all assets during an investigation and ban him from the service.
A sample
(not for use) complaint would be that the user is using their services to sell a hacking program that injects malicious code, available to anyone who pays, and makes the e-mail addresses of his payees publicly available in an attempt at identity theft.
The name of his website and lack of verification of the complaint will likely hurt more than if he actually explains what he is doing. One could even purchase the program and then file a dispute.
So vague, half-truth, and yet it would be all that is required. Cutting off his method of receiving payments easily would be effective.
