Woooo!
I was able to finally save the file, I had to open notepad as the admin then copy over the eqclient.ini to the admin notepad and just save it that way. But not I am still unable to get the correct combo for the windownedWidth and height. Is that the only fix is to keep trying different windownedWidth and height? Because I've ran down the list on my screen resolutions and same error.

I think my laptop is currently set to 1366 × 768 (using windows 8).
I have tried the below settings and mixed them around with the 1366 x 768 and some other resolutions.
WindowedWidth=800
WindowedHeight=600
Width=800
Height=600
FullscreenBitsPerPixel=32
FullscreenRefreshRate=0
WidthWindowed=800
HeightWindowed=600
