If you read this entire thread, the history of RMT and big business and came to the notion that I am somehow encouraging complacency I don't think you can be helped.
I merely suggested that the current tactics are (CLEARLY) not working well. Perhaps it's time to rethink and reanalyze the best method of dealing with the issue.
Being scary and hoping it just goes away isn't working out too well.
