No I haven't. I turned in the belts I have to the Freeport militia in west Freeport near boomba the big. Once I get ahold of some more belts I'll try turning them in to Cain Darkmoore. Back in the day I always took my belts to the guard in the Freeport militia with no problems. I never used the quest you posted.
