If you are deployed and staying on base, you are likely utilizing a satellite connection to your home nation. Governments tend to like having secure connections with their military outposts. This bandwidth should be controlled so most is used for official communications while a small portion is designated for personal use. The wifi you are using in your barracks would be on the personal use portion, and its likely stretched pretty thin.
A good person to ask about EQ while deployed would be
Ambrotos, who is also deployed.
There is a good chance there is nothing you can do about the 1017. 1017 is basically stating the heartbeat packets (or whatever they are called) between the server and client aren't functioning properly. This could be due to anything from dual-core processors (

You may attempt to improve the reliability of your connection by taking out as many factors as you can control (read: swap from wifi to hard-wire (ethernet) connection). But there is also the chance you are simply SOL and not in a 'cats on the moon' kind of way.
