Increase the frequency of the spawn, institute longer afk check windows as suggested above, make the spell unusable until kunark. Those are just some ideas. I'm sure there are others.

Even if the spell drops every time, that's 396 hours of AFK checks every 15 minutes. That's 16 days of poop socking. I mean, that's not possible....
