Definition: Direct damage lure spell based on magic drops your target's charisma by 5 and damages for 680. Lure spells are a great new addition to our arsenal in that they allow us to hit mobs that would normally resist everything we threw at them, such as Spite Golems in Hate. They may not hit with as much damage and efficiency as we are accustomed to, but at least we can be a strong part to any group.

Says the same thing about the change on the October 2000 archive, so that would imply that it meant March 29, 2000 (the very first patch after Kunark launch, even though those patch notes expressly say there were no changes made to spells other than resurrection and fear- but at that point there were no 60 wizards to notice the changes). There was also no patch on EQ Live March 29, 2001.
