you could always just bind 1-8 to where they normally are (the hotbar) then drag your spell icons to the hotbar (this is what i do... after you've memorized a spell you simply click on it and hold, then drag it to the hotbar... voila... you have a spell on your hotbar and can cast it with 1-8). Then, have more than one hotbar, either by using the second hotbar (there should be two...) or by using one hotbar and clicking the up or down arrows to load the other hotbars (there are actually 9 hotbars inside each hotbar, and each one uses the same keys. so switching to hotbar 1, set 3, will stil use 1-8 as shortcuts. In addition to this, the standard hotkey for changing hotbar is simply shift + hotbar#, ie, shift+3 to load hotbar 3... this make it really easy to, say, cast your first spell by hitting hte "1" key, then hitting shift+2 to load your second hotbar, and hitting "1" to turn on autoattack. Its really, really easy to setup, and you can have different hotbar setups for each class without messing with the others)
if you did this, you wouldn't need to do a seperate EQ install.. it just seems really, really silly to me to do this, as everything you need to do what you're describing is easily accessed within EQ on one client.
But, if you're insistent on doing things the weird/hard way, lyra already answered your question above.
