Where's the loom at

in Freeport.

EQtraders has it being behind city hall, but it isn't.
:(

Figure it's somewhere in Freeport on 1999, but I have looked all over.

Upstairs in Vellith and Bardo's in East Freeport.

Thanks very much. The question of tailoring items that required 9 and 10 piece combines came up, and without Deluxe Sewing Kits looms are the only way to make them.

since deluxe sewing kits existed in classic, is it possible to bring them back in p1999?

The Deluxe kits will probably not make it into Project 1999 (or at least shouldn't). The Deluxe kits were not originally in game, only the small 2-slot and large 8-slots. The large kits were patched to 10-slots, then Verant realized their mistake and reverted the large kits to 8-slot. For those that already owned the 10-slots, they were renamed to Deluxe.

The Deluxe kits ruined the handmade backpack market -- that's the reason for the revert. Only two recipes required more than 8 components, if I recall correctly, so it's not a huge deal.

I'm not sure how many recipes use more than 8 but I know there's 3 of wu's that use 9 components. but it's not a big deal since there's a loom accessible in rivervale

If I recall correctly, the handmade backpacks were changed from 5% weight reduction to 10% weight reduction for this reason, an effort to make tailored items more desirable.
