i would just try and group in CB/unrest, it will be your best xp

Yes, there is no choice in the matter.

don't do CB as a dark elf it hurts indigo brotherhood so you won't be able to go to neriak without getting killed by the guards/random mobs

Guards are on Dreadguard Outer and Dreadguard Inner, right?

The Indigo Brotherhood faction is the warrior guild...which is easily avoidable in Neriak Commons.

However, as a cleric you're not doing it right solo unless you're using your undead nukes :p

can human inny clerics do the snare neck quest?

At level 10 you should be able to solo any undead that doesn't resist your nukes. Even yellow cons shouldn't be a problem at this level.
