Meditate still skilling up when out of drink & thirsty
 

I was parched and out of drink on my Paladin and sat down to fletch some arrows, and started seeeing my Meditate skill go up. I'm not regaining any mana since I'm out of drink but I'm still getting skill-ups.

I'm not an expert in this, but technically, while being thirsty will stop the mana regen you receive from meditate, I don't think it actually toggles meditate off (a la clicking off the meditate button back on classic UI, thus probably stopping the ability to skill up).
Do you have any evidence from classic suggesting that it should stop skilling up?
