Project 1999 - NPC Spawn Issue: Maligar's Enraged Dopplegangar

What was your faction? I had to use DE illusion and faction song to get out of threatening. You might try charming him (puts you to amiable) for the turn-in.

Even the oldest guide I can find suggests charming maligar for the turn-in:
