It is undefined since it is not a continuous function, if expressed as X1^X2. However, if you had to pick something it is more one than zero since you can do some tricks with set theory or simple binomial theorem to force it to be one.

Just don't think about it... because you never see it pop up in nature, or really even math for that matter.
