Regarding the IP exemption - I think if you have an IP exemption, it is only for YOUR IP address, and the accounts that you request to be exempt on that IP address. I don't think the expemption is transferable.

Negative. ISP's dynamically assign IP address's to their subscribers.

Which means your IP that you are behind changes on you as much as you ISP wants. The IP exemption is tied to the account. I am sure you can take it from there. But thanks for posting!
