Puntar Sandfisher unitemized

Puntar Sandfisher is a little barbarian dude in North Ro, who's properly factionized and everything else, but drops zero loot and coin. According to allakhazam's, he should drop up to 5gp per kill. Is he bugged or was his coin removed intentionally?
