Black Pantherskin armor become available in Velious?
 

I'm wondering if I'll be able to get that as an alternative to Wu's for a Monk when Velious comes out. I'm also wondering what kind of prices it'll sell for if it does come out.

there was a tradeskill overhaul in velious so it's likely it will be. as for price, there really is no way to tell until it starts getting sold

Nope. Velious tradeskilling was a big time and money sink. It'll be pricey.
