Deathbringer rod, hands down the winner. A lot more damage. And at level 20 you damage caps are off. Rod will hit for almost twice the damage of the Censor.

My understanding is: if two weapons are so close go for the one with the lower delay.

Pretty sure this is incorrect information. The last damage cap seems to be 20 here.

Yeah, looks like you are right. That sucks. Censor might now be the better weapon until level 30. Yanomamo had it right also. Thanks for the heads up guys.
