Screaming Mace procs 10 STR & 6 AC at level 10, it procs. It procs quite often as well. :)

doesnt the sap vendor for more than that?

And all weapons here have a fixed proc rate thanks to dev's reading incorrect information from 2005 post a major melee revamp. Screaming maxe does not proc more than anything else.
