Hate Mini Bosses
 
The Hate Mini Bosses should be in game at the start of the epics:

The listing
Coercer T'vala
Grandmaster R'Tal
Going by my research it also appears that within a month or so (wayback dating does make this difficult) after the epics came out they were starting to drop Inny loot items: Rakusha Cloak, Shattered Emerald plus Rods of Infinite thought.

No.

These mini bosses are introduced when the Plane of Hate is revamped during Velious - at the same time as the Plane of Fear revamp. At that time Innoruuk's classic loot is moved to the mini bosses and he is re-itemised with new items, and Cazic-Thule is re-itemised and his classic items are moved to the Golems.

You'll also notice that all of the comments in the "sources" you provided begin with June 2001. This is at least 6-7 months into Velious.

Sorry - Innoruuk himself is the source of epic drops during Kunark.

Umm heebee... did you just click the first link or none of them?
November 1, was the first (Which is a month prior to velious)... they were in game then and notice I said within month or so on drops.

These came out with the planar revamp. Notice the mention of iksar planar armor which doesn't drop until velious.

Sorry bro but we just get Inny for our emerald for a while yet.

Heebee, Rusl, and Treats are correct.

If your epic requires a drop from Cazic or Innoruuk now, it will for quite awhile.

Freely admit I'm wrong, saw the dates when those pages captured and saw the standard planar loot mentioned.
Thought they should already be in.

Like I said I used the FIRST link to find out the mobs names.
Used the earliest references to the mobs in the second and third.

Epic drop aside I still think these two were in game prior to velious.
