I agree with everything you said

Exp bonus for under level 30 imo, though better to not have it. Worked my @ss off for levels when everyone was in everyone else's kill range. Would be ok with it for noobs joining server, gotta feel for the melees in very low levels trying to do the grind.

Rotate some hotzones with a significant bonus.

This will stir the pot and bottleneck some pvp.
