I would level in North ro. Personally I hate EC/Neriak forest and that whole surrounding subconintent known as southern antonica. I think its a poorly designed series of zones. You best bet is to just find a group and hunker down. Soloing is kinda fail unless your one of a few classes it would seem...

Misty Thicket is a nice zone to level to until you hit 9...if u feel like running there (dont forget to get a bind in Rivervale though!)
