Tearon Bleanix in HHK missing

The npc is not there, was he removed for some reason?

Just could have sworn I saw thex dagger being available from the start.

Thex Dagger quest is working as intended.

Confirmed working. Completed quest for Thex Dagger after the Nov. 6 patch.
