Rykas not spawned?

I'm currently standing in Lake Rathe @ loc 939, -617. I should be able to see Rykas if not stand right on top of him. I've swam the entirety around the isle and checked underwater. Nothing. Nowhere. I've even cast "See invis" on myself in case and still nothing.

He's for the epic, so no he's not spawned...
