Targeting Noob and Casting Port causes Dynamic trigger.
 

Ported a couple of noobs earlier and I had them targeted while casting the portal. It triggered the Dynamic stuff. Not sure if it's meant to or not.

Does this for self buffs as well if i remember correctly
