The point of this war was to capture and/or kill Osama Bin Laden. Yes, he left Afghanistan some time after USA went there, but the CIA tracked his exact location down after a number of years.

He's now dead, so the whole reason for that war has now been won. But you can't exactly just pull out of that country and leave it in what would be an even more unstable situation. They have to plan a gradual exit strategy.
