How does attacking other players near guards get handled?

So when I got into EQ, Kunark was a few months old and my young nerdling self was on a blue server. I remember being forced to duel away from guards, because they'd kill anyone who was attacking another player.

I just rolled a dwarf cleric on the beta, and after giving some decaying skeletons the hard dick I somersaulted my way to gfay for some CB action. When I got there some good looking wench with a large axe decided she didn't like my face and started attacking me, but I summoned the courage to run away and gate.

So, when do guards get involved? Would they have attacked me if I hit her with my Club*? Does faction have anything to do with it?

faction = broken

My guess is if they actually put this in, guards will assist on faction. Meaning if someone attacks you around city guards where you have good faction, they assist you as if you're being targetted by a hostile NPC.

isn't it also true though if you're like a wood elf in freeport and a human attacks you, they'll attack the wood elf too? even without the wood elf fighting back?

In my glory days of Sullon Zek pwnage, NPC agro in pvp was set to something like this:

NPC's didn't care if you were the aggressor and had higher faction, they would remain idle.
NPC's DID care however, if damage was done by the person with lower faction, and would immediately engage.

I got onto Sullon Zek late, after discovering Everquest late in the first place, and had no "crew" that I was part of at the start, so I did a lot of things on my own... As an un-twinked newbie ranger... On the underdog team. So yeah, I had to get creative with my tactics.

Long story short, I farmed surefall glade faction and would sometimes wait for druids to port in right next to a pile of their own class trainers. The druids, of course, never thought to take off their long duration damage shield self buffs. I'd hit them once, damage was returned to me, NPS's would call random neutral druid out for being a douche, and BAM High level neutral druid down (but not coined) in SFG. Go Go Good Team! Druids love the good gusy! (Yes, I was in Flowers of Happiness at the time, like my homey Fansy)

I wish I would have saved all the screenshots of the epic raging, crying and namecalling that took place in those days... sigh, it was good times.

But anyways, that's how NPC agro used to work in pvp.

I thought it didn't matter if you're in combat but it's been a really long time. Probably like toomuch's version though sounds legit.

From Rogeans P99 beta announcement post:

Currently not functioning

Legacy Drops
Level 1 City Protections
City Guard Faction Protection

Looks like they are already on it.
