He's only dropping Rusty Halberd.

Out of 6 kills, only dropped rusty halberd. 7th kill he finally dropped other stuff.

He is only dropping the Halberd and some times a piece of bronze. No Fine Steel weapons.

He drops the rest of it too, just not 100%. (including fine steel)
