Which priest symbols are in?
 

I don't know when they were all introduced.. this one caught my eye:

as far as i remember there are only 2, tunare and innoruk.

I never saw Torklar in unrest, but I did see the undead brewmaster, so the disciple symbol of Brell won't be completable. Either that, or they gave Torklar a PH on p99. He didn't have one on live.

Initiate and Disciple symbol of brell serilis are both in, I completed them both back in may 2010. So unless the quests have been broken since then... they should be doable. The only issue I had with the disciple quest was getting the npc in oasis to respond to the quest dialouge. No issues with any of the quest items. Torklar definitely spawns.

Next time try actually reading the URLs you link. Not available on P99, quest was added in 2002.

He doesn't spawn, he shouldn't spawn, and anyone capable of typing "Torklar" into a search bar should know this.

I'm surprised you still have your symbol. I would have figured the GMs would have done the right thing and removed it from everyone who exploited a broken spawn to get theirs out-of-era.
