Deputies on different factions
 

This may or may not be intended.

I spent several levels grinding Halfling guards in misty thicket and was at the worst a faction could get.

Killing these guards lowered these relevant factions

GuardiansoftheVale
MayorGubbin
MerchantsofRivervale
Stormreapers

I then turned in bout 300 or so bandages at a quest in the zone

Doing this quest raised the following relevant factions

GuardiansoftheVale
MayorGubbin
Merchants of Rivervale

The Issue: All merchants, and guards ONLY inside Rivervale are at ally faction now. Guards outside Rivervale (misty) remain KoS while merchants outside RiverVale (misty) are Ally.

I'm not sure if this is intended but I'm guessing the guards on the outside are on the stormguard faction? Should all these halfling guards be on GuardiansoftheVale faction?

Are the guards outside Rivervale on the "kill to lower faction"-list on this page?

Those are all the guards at the wall.

Not sure what the names of the two guards are at Rivervale entrance in Misty Thicket.

Vastin and Tagil

I thought Stormguard was the dwarf guard faction? In any event, I have had a very similar experience. I have excellent faction with the halfling deputies inside Rivervale, but remain KOS (ready to attack) to the deputies in Misty Thicket.
