I recall having a really nice time partying here on my second character sometime after I left Unrest, but I'm a little hazy as to what level it was good experience. Anyone have ideas as to when my friend (SHM) and I could duo here, and at what level we'd need a 3-6 person group?

I think it was late teens to early 20s, but can't remember when I was duoing, when I was partying, when the experience started running dry, etc.

IIRC you can hunt around the Windmill at late teens / early twenties. I was soloing a few of the dark blue sabertooths and skeletons around there at level 25, but most things there were light blue so it took some time to hunt down anything worth while.

I imagine that it'd be good experience for that level range, but I honestly can't remember its been so long.

I've been grouped up with people as high as level 30 at the Sarnak Fortress though, so it takes a while for the exp to "dry up" in this zone.

LOIO is literally level 1 through mid 20s, possibly 30, then you can level around 40s-50.

Sarnaks are 22-66, so you can xp there till 30.
WM was mostly charbones/icebones/grimalkins, which are 19-22.

LoIO has great areas (I think the southern wall) for 25-30. I blitzed 22-30 in a day there on live with "adequate" gear...
