I am not super confident in Bethesda's ability to create a good new game, especially after Starfield. It's worth noting that Oblivion Remaster was not done by Bethesda, they just loaned out their IP to an outside studio.

Haven't played the remaster yet but this sounds a bit like the higher difficulties on the OG, when certain types/levels of enemies converge with certain equipment. Oblivion had some pretty wacky buff spiraling you had to do to drop high difficulty enemies quickly, it may be tuned for that. Like 2-3 taps of a spell that tanks their resistance to frost before hitting them with an ice comet, increasing its damage by a factor of 10. Trivialized the game if you let it, just like in Morrowind, which led to Skyrim's no-fun-allowed spell system.
