Servant's Staff bugged?
 

I did the "Ice Goblin Beads" quest for Josper Kenshed twice now. He is a wizard in the Erudin Palace. You Combine 6 Goblin Ice Necklaces in a bag he gives you and than turn in "Bag of Ice Necklaces." Your supposed to get a staff but the bag just disappears and he dose not say anything.

I am wondering if I am missing something or if the quest is bugged. Would like someone to check for me. Here is the wiki page on the quest.

I have tried the quest with the beads dropped by the casters. They do not combine in the bag Josper Kenshed gives you. I am convinced the quest is bugged at this point.

Staff is lore. You may only keep one at a time. Check inventory and bank. If you already own one it will stop you receiving a new one.

Never got one. Don't have one in the bank or on myself.

Have you tried grinding his faction a little first?

That's a good idea. I'll give it a try. I didn't get the usual response from Josper Kenshed that I have gotten from other NPC's like "you need to prove yourself before we help you etc."

Josper Kenshed cons "Warmly" now and still gives no response when I hand in the quest item.

I tried the other quest he offers. Ilanic's Scroll. The same thing happens. I give the quest item and he gives no response.

I am at a lose of what to try next.
